Crews are called to the train station, to assist a gentleman who is suffering from smoke inhalation, the smoke is reported to be coming from the train.

White powder released inside the foyer complex. when a package was opened. Fire alarm actuated to evacuate. Building evacuated some through the foyer. Alternativly a suspect vehicle parked in the student grounds or post explosion massive blast damage to buildings.

White powder has been thrown into a crowded eating area from an upper floor balcony. Several persons have been contaminated site security have isolated the area and contained the persons. The rest of the centre continues with ‘Business as Usual.’ Fire Service and Police are in attendance. The first ambulances are in attendance for first stage command and control. The scenario starts with the officers attending the developing incident to take over command.
